Student Activities Council
Co-Moderators : Ms. Margie Coggins & Mr. John R. Berger
The Student Activities Council will organize school-wide events, some of which will be in conjunction with the National Honor Society, class officers and Campus Ministry. Some activities will include dances, class days, coffee houses, blood drives, club budgets, school spirit activities. Responsibilities and time commitments will vary. Please expect to serve your school in extended capacities around holidays and fundraisers.
THE CONSTITUTION OF SAINT JOHN'S HIGH SCHOOL
STUDENT ACTIVITIES COUNCIL
We, the Community of Saint John's High School, in order to provide a structure for student expression, direction for student activities, allocation of student funds, means of student government, fostering of Christian values and promotion of the general welfare and harmony of the school, do ordain and establish this CONSTITUTION for the student community of Saint John's High School.
ARTICLE I: NAME AND MEMBERSHIP The community shall organize a Student Activities Council of Saint John's High School. This body shall serve all members of the student community.
ARTICLE II: STRUCTURE The Student Activities Council shall consist of an Executive Committee, Class Presidents, Vice Presidents and Treasurers, who together shall form the Executive Board. The Executive Board together with the Homeroom Representatives and Alternates shall comprise the Student Activities Council.
Section 1: The Executive Committee The Executive Committee shall consist of seven (7) students: President, Vice-President, Activities Coordinator, Secretary, Treasurer, Parliamentarian, and Publicity Director.
Section 2: Class Officers From the membership of a particular class, a President, Vice-President and Treasurer shall be elected.
Section 3: Executive Board The members of the Executive Committee and the Class Officers shall compose the Executive Board.
Section 4: Homeroom Representatives and Alternates Each Freshman, Sophomore, Junior and Senior Homeroom is entitled to elect one representative and one alternate to the Student Activities Council.
Section 5: Faculty Election Committee The Faculty Election Committee will be composed of a Dean of Students, an Academic Dean and two (2) Faculty moderators.
ARTICLE III: ELECTIONS
Section 1: The Executive Committee Elections for the following year's Executive Committee shall be held by the end of April. The Party System shall be employed in the Executive Committee Elections. A total of seven (7) interested students may join together to form a party. The constitution of any party must follow these requirements:
a. There must be four (4) juniors at the time of the election. These four juniors would hold the following offices: President, Vice-President, Treasurer and Activities Coordinator.
b. Two sophomores must fill the Offices of Parliamentarian and Secretary.
c. Only one (1) may be a freshman at the time of the election.
Each party must file its slate of officers for approval with the Faculty Election committee. Each party will be required to attend a meeting with the present Parliamentarian and the Student Council Moderators for the purpose of reviewing the rules of campaigning and the election.
Prior to the election, there will be a four (4) day campaign period during which the approved parties may present their programs and proposals to the Student Body. Campaigning shall end after the fourth day. If there are more than four (4) approved parties, a primary shall be held. In this election, each student shall vote for two (2) parties. The top party vote getters shall then enter a final election. These parties will commence with a two (2) day campaign period. The final elections will be held on the third day. All candidates must conduct a positive campaign. Disparaging or critical remarks about other parties is unacceptable. Posters may only be hung in the cafeteria and in the hallway leading to the cafeteria. Any slogan, poster or campaign material must be in good taste and appropriate for hanging in Saint John's High School. All students in the party must be academically eligible.
The procedure for the final election will be as follows:
a) Voting will be done by secret ballot during homeroom.
b) Each student is asked to vote for one (1) party.
c) Homeroom teachers will oversee the voting in order to assure a proper vote has taken place.
d) The senior members of the Executive Board with the Faculty Moderator (s) present shall tally the individual ballot totals on that day.
Section 2: Class Officers
Each class is entitled to elect from its number a President, vice-president and Treasurer who shall together compose a ticket. Any member of a class is eligible to hold a class office.
Each ticket, prior to campaigning, must be submitted to the Faculty Election Committee for approval. Each approved ticket will be required to attend a meeting with the present President for the purpose of reviewing the rules for campaigning and the election.

The senior members of the Executive Board with the Faculty Moderator (s) present shall tally the ballots on that same day. The top vote-getting ticket shall be declared the winner during the afternoon announcements that day.
Any breach of campaign rules or election rules shall result in disqualification. The President of the current Executive Committee and the Faculty Moderators shall make this decision. Elections for the sophomore, Junior and senior classes shall be held before the end of May. Freshman elections, on both homeroom and class level, shall be held at the discretion of the Freshman Class Moderators in consultation with the Student Council Moderators.
Section 3: Homeroom Representatives and Alternates
Homeroom elections for sophomore, Junior and senior homerooms shall be held in September, at the call of the Student Activities Council. Freshman elections shall be held at the discretion of the freshman class Moderators in consultation with the Student Council Moderators.
Any member of a homeroom may nominate himself for election. The following procedure should be utilized in the conduction of homeroom elections:
a. Self-nomination. Students desiring to run for homeroom representative should nominate themselves. Each student should be apprised as to the duties, service and time required to be a homeroom representative.
b. In a short speech to the homeroom, each candidate is invited to present his qualifications and his reasons for seeking the office.
c. If more than four (4) nominees exist, a primary election should be held. Each student should vote for two (2) candidates. The top two (2) vote getters would then be candidates for the position. If there are fewer than four (4) candidates, then a final election is to be held.
d. In the final election, each student votes for one (1) candidate. The top vote getter will be declared homeroom representative and the next highest declared the alternate.
Homeroom representative elections are to be conducted by the homeroom teacher during extended Homeroom
ARTICLE IV: DUTIES OF THE STUDENT ACTIVITIES COUNCIL OFFICERS
Section 1: General Duties of the Executive Committee
Students must realize that Executive Committee members must devote a great deal of time to its meetings, its planning, and its working with the Student Body.
Section 2: Individual Duties of the Executive Committee
a. President: He shall preside at all Student Activities Council meetings, that is, Executive Board and Executive Committee meetings. He calls special meetings, appoints all committees, and performs all duties usually associated with the presiding officer. He may sub-delegate his authority but ultimate responsibility rests in his hands. He is responsible for drawing up agenda for all Student Activities Council meetings and meetings between the Executive Committee and the Administration of the school. He shall be recognized as the head of the Student Body.
b. Vice-President: He shall function and carry out the duties of the President in any case where the President is unable to fulfill his duties.
c. Activities Coordinator: He is responsible for preparing date and activity calendars in September. This calendar would be both short and long range for the academic year. This would include dates for dances and all other Student Council sponsored activities. He must coordinate all activities proposed and planned during the school year by classes or student groups. This co-ordination must be done in concert with class moderators. All proposed activities must be, for calendar purposes, cleared with the Principal.
d. Treasurer: He makes formal monthly reports to the Student Activities Council.
e. Secretary: He is responsible for the presentation of reports to the Administration as to the important items arising at Student Council meetings. He is also responsible for keeping all Student Council records.
f. Parliamentarian: He is responsible for organizing and running all student elections.
g. Publicity Director: He is responsible for publishing a weekly report to the Student Body of all Student Council activities and meetings. He is in charge of all publicity for activities both inside and outside the school. It is to be stressed that the primary purpose of the Student Activities Council is to represent the students. In the process of this representation, the Student Activities Council shall work as a functioning unit, with each member using the powers and duties as set down in this article for the continuation and the betterment of one's elected position and the entire Student Body.
Section 3: Duties of Class Presidents, Vice-Presidents, and Treasurers
1. The Class President shall preside over all the members of his class and represent his class in all matters dealing with the Executive Board as a voting member of that body. He shall organize and head all class activities in conjunction with the Class Moderators. He will keep the Executive Board informed of his class' activities. The Class President shall chair meetings with the elected Homeroom Representatives on a weekly basis following the Executive Board meetings.
2. The Class Vice-President shall also represent his class on the Executive Board as a voting member and is second in power in his class in all matters only to the Class President. He will cooperate with the President of his class and shall preside in any case, in which the President is unable to fulfill his duties.
3. The Class Treasurer shall also represent his class on the Executive Board as a voting member and is third in power in his class in all matters only to the Class President and Class Vice-President. He assists in keeping records of all receipts and payments and he monitors his class' finances.
ARTICLE V: FACULTY ADVISOR
Section 1: Positional Definition
The Administrative Advisor shall be in the person of the Principal of Saint John's High School (or his designee). The Principal may appoint additional Moderators.
Section 2: Purpose and Duties:
He shall counsel the Executive Committee and the Executive Board through independent judgment, inform them of school policy, and act as a force of cooperation in the Student Activities Council.
Section 3: Class Moderators
At the beginning of each academic year, the Administration shall appoint faculty moderators for each class level. All four classes and all Student Activities Council sanctioned clubs, committees and contingent organizations must have a moderator(s) from the faculty, appointed by the Administration. The purpose of the moderator is to ensure that the officers of the respective organization are directing the functions and the funds of the activity in a prudent and effective manner. The moderator should be reminded, however, that the actual work of the organization lies in the hands of the student officers. Moderators hold advise in the making of decisions and the performance of duties, but should not do the actual work themselves. The moderator shall be empowered to pass judgment as to the prudence of any decision made by the student officers of the organizations. He/she shall be empowered to overrule any decision made by them, which he/she may deem imprudent.
ARTICLE VI: PROCEDURES FOR MEETINGS AND VOTING
Section 1: Executive Committee Meetings
The Executive Committee shall meet in a closed session at least once a week with an Administrator in attendance at the discretion of the President. The President when necessary shall call any other meeting. The following is a format for the Executive Committee meeting:
a. A call to order by the President
b. A roll call by the Parliamentarian
c. Minutes of the previous meeting read by the Secretary
d. Acceptance of the minutes
e. Student petitions read
f. Old business
g. New business
h. Discussion Adjournment
Responsibility Clause: Students are welcome to participate in all Student Activities Council meetings at the discretion of the President. Petitions may be discussed with the "open forum" style meeting.
Section 2: Class Meetings
The Class President of each class shall hold a meeting for Homeroom Representatives at the discretion of the President and the Executive Committee as well as the class-level Moderators. The following is the format for Class Meetings:
1. A call to order by the President
2. A roll call by the Vice President
3. Report of the Executive Board Meeting
4. Report of the Homeroom Representatives
5. Old Business
6. New Business
7. Discussion and Adjournment
Section 3: Homeroom Meetings:
The Homeroom Representative shall hold a meeting with his homeroom after a Class Meeting has occurred. The following is a format for the Homeroom Meeting:
1. The Homeroom Representative shall conduct the meeting.
2. Reports are given concerning the Class Meeting and the Executive Board Meeting.
3. Discussion, questions, comments concerning the above reports as presented by the Homeroom Representative.
4. New Business, Suggestions, Proposals
5. Adjournment.
The Homeroom Representative shall participate in one official S.A.C. sponsored event during the academic year. This may include, but is not exclusive to, homecoming, campus pride day, or the Thanksgiving rally.
ARTICLE VII: STUDENT ACTIVITIES COUNCIL VOTING
The majority rule shall be applied in any voting that may take place whether in an Executive Board Meeting or a Class Meeting. This vote is validated only when 2/3 of the voting body is present.
ARTICLE VIII: PETITIONS TO THE STUDENT COUNCIL
Any student has the privilege to submit petitions and proposals to the Student Activities Council relating to Student Council activities at the Executive Committee Meeting. Any petition from the Student Body concerning school policy shall be submitted to the Parliamentarian for approval and referral by the Executive Board to the Administration. It is to be stressed, though, that the Executive Board has no real jurisdiction over school policy.
ARTICLE IX: STUDENT COUNCIL SPONSORED ACTIVITIES
Any organization in the school dealing with student activities or affairs is under the jurisdiction of the Student Activities Council. To be sanctioned by the Student Activities Council, each organization must have administrative approval, a faculty moderator and a slate of officers elected from its members.
ARTICLE X: FINANCES
Section 1: General Student Activities Council Treasury
A general Student Activities Council treasury shall be established for all moneys realized through the Student Council sponsored activities and any other moneys realized by the Student Activities Council.
In conjunction with the Business Office, the Student Council will be in charge and responsible for the checking and savings account which compose the treasury. Any expenditure, which is not for Student Council-sponsored activities or organizations must be approved by the Executive Committee, subject to the approval of the Faculty Advisor(s) and the Administration.
Responsibility Clause: Due to the large amounts of money controlled by the Student Activities Council, and especially by the Executive Committee, it is important that future Student Councils recognize their responsibility for the prudent use of these funds at all times At the end of the school year, funds left over in the General Student Activities Council treasury shall be spent on needed equipment for the general good of the school, or carried over to the following year.
Section 2: Separate Class Accounts
A separate class account within the general Student Activities Council treasury, for the use of the individual classes, shall be established under the Student Council's control. The Class President, Vice-President, Treasurer and Moderator(s) are accountable to the Executive Board, and are responsible for the expenditure of class funds. In the event that a class expends all the funds of its account, a course of action shall be decided upon in a joint meeting of the Class Officers, Class Moderators, Student Council Executive Board and the Student Council Advisor. At the end of the school year, class funds shall be carried over to the following year; the general Student Activities Council treasury will consume the remaining senior class funds.
ARTICLE XI: REMOVAL FROM OFFICE
Any member of the Student Activities Council may be promptly removed from office by the recommendation of the Council Advisor(s) together with the Administration. Any member of the Executive Board, or Homeroom Representative who exhibits a behavior or performance be it in academics, conduct, or attitude that is deemed beneath the dignity or standards of a Saint John's Christian leader, will be removed from office by the above stated method.
ARTICLE XII: OATH OF OFFICE
During the installation of the new Executive Committee and the Class Officers, the elected shall be required to take an oath, the text of which shall read:
"I, ______________________, do promise to serve the community of Saint John's High School by performing the office of ________________, of the Student Activities Council to the best of my ability. I will uphold the Constitution, exercise my rights and duties fairly, and sincerely work toward promoting the betterment of this school and its Christian values."
